I don't think Draco belongs on that list. He wasn't really evil. He was just a momma's boy.

I don't Catwoman should be on the list. She is more of a grey, Bain she be on there, he broke Batman's back. And Darkseid. And Ra's Al Ghul. and the Reverse Flash.

 

There's just so many.

For DC Comics I would add Bane, Dr. Hugo Strange, Mr. Freeze, The Riddler, Black Mask, and Ra's al Ghul. There are so many villains in that universe but I would say those are the more prominent ones besides the three you have mentioned.
