Next Batman Villain

Okay, so there have been a couple of conversations about which Batman villain would be good for the next Nolanverse film, and I am interested to hear what you guys think.

I personally am a fan of the idea of the riddler, maybe. I also like Poison Ivy being an ecoterrorist. I think that would be fine.

Who do you think should be the villain in the next film, and who should play them?

Also, I think I would be a little worried about Harley Quinn being ruined. I'm not sure she's dark enough to be in the nolanverse. Liam Neeson as Ra's al Ghul as the puppetmaster, not the main villain. (He's Ra's al Ghul, he'll be back, especially because there is no more Joker.)

Ra's would be manipulating:
Zachary Quinto as Riddler (As the first act villain)
Morena Baccarin as Talia...
