I don't know that that's my favorite, but it was the first "funny" line I saw from the Doctor- it made me fall in love with the show.

I have so many I can't choose an all-time favorite, but I do love the words that introduced me to the Doctor, which sounds something like "Bingle bongle dingle dangle, lickity doo, lickity da, ping pong, lippy tappy too ta".
