Yes. In the classic series episode "The Deadly Assassin" they talk about it, but the Master gets more than that after he runs out and we know that the Council can renew a Timelord's regeneration cycle so it's possible that there could be more. It's an issue for sure, though.

When does it ever mention that the doctor can regenerate only 12 times? I never remember coming across a line saying that. somewhere in the classics?
