That is not a stupid question at all! Everything in music is tension-and-release, and harmony is no exception. You create tension by delaying resolution. In a tonal context, resolution happens when you return to the tonic chord. Therefore, if you want to hold tension for a while, delay the tonic chord. Dominant seventh chords are big on creating tension, as are diminished seven chords (which are often used as a substitution for dom. 7, and this is no mystery!).
There is no one answer to your question, but is an excellent question! Just study theory, and experiment, and stay curious. ( :
