Evil Baby Orphanage Plot Idea

So here's my idea so far:

A group of recent high school and college graduates volunteer to help rehabilitate the evil babies of history.

One character ponders the idea of the facility while working and throughout the book questions whether its doing any good or not. He/she begins to develop feelings for one of the rehabilitated (they're around the same age), thus advancing his internal conflict.
