when you want to boil a frog. you cannot throw a frog into a pot of boiling water for it will just jump out due to the temperature, but if you put a frog in luke warm water then slowly turn up the heat said from will become acustomed to the steady change then boil to death. The same works with people and laws. The people are less likely to revolt or rally against if rapid change is applied, but given a slow change. law by seemingly harless law. the people will become acustomed to this change and think nothing of it when the "thought police" make their grand apearence. just something to think about when something comes up which may seem harmless and for the good of the people.
